HA427 : The Impact of Poverty on Corruption in the MENA Countries

Abstarct: Poverty is one of the most important economic issues in developing countries, such as MENA countries. Poverty causes many social problems such as drug trafficking, theft, prostitution and corruption. On the other hand, corruption is a major problem in developing countries. Corruption destroys resources as well as impedes the optimal allocation of resources. Statistics show that Iran is at a disadvantage in terms of both poverty and corruption. Therefore, considering the importance of fighting poverty and corruption, the main purpose of this study is to investigate the impact of poverty on corruption. Sub-objectives of the study include examining the impact of trade freedom, economic growth, and government spending on corruption. The results of this study can provide guidelines for governments to reduce poverty and corruption. This study was conducted for MENA in the period 2000-2009. The reason for choosing MENA countries to study is that Iran is also a member of MENA and has many similarities with these countries in terms of geography and development status. In order to examine the objectives of the research, after stating the generalities of the research in the first chapter, in the second chapter, the theoretical foundations of poverty and corruption as well as the theoretical relationship between these two variables were explained. Also in this chapter, the background of the research was presented. In the third chapter, the research model was introduced. In this model, the dependent variable is the corruption index and the independent variables include the variables of poverty, trade freedom, government spending, economic growth and foreign direct investment. The Human Development Index was used to measure poverty and the World Bank Corruption Control Index was used to measure corruption. Bayesian hierarchical method was used to estimate this regression. The reason for choosing Bayesian hierarchical method is that first of all, the multilevel data structure is considered in this method. In addition, Bayesian approach has the advantage that later information is taken into account in the estimation. Study data were collected from the World Bank and other reputable international sources. The results showed that the variables of economic growth and human development index have a negative impact and the variables of trade freedom index, foreign direct investment and the share of government spending in GDP have a positive effect on corruption.
